      Good question. While both can use chemical signals, many higher animals have developed other sensory systems to use various forms of energy around us to communicate, like light (vision), vibration (hearing) or heat (thermodetection), although plants can detect these and respond to these in simpler way, they tend not to have the same level of sophistication in using them to communicate. So the difference is more in the way information is processed by a nervous system in most animals but not plants
